Having grumped my way to viewing the government should be at least an arms length from the average citizen, I find myself, firstly, put off by the article; and secondly, at a Hmm, state of mind.

At first I thought of the gas stations and docks and tie-ups and snack bars etc., the bidder has put in over time. Then I got to wondering about the contract itself. And I considered all the driven in anchors holding the piers in place and other small things.

One of those small things was the mind set of the bidders. Permanent piers?, storage of things beyond immediate needs?, that all spoke to a mind set fo permanent residence; which is not a bid upon yearly dealer.

Maybe, in this case, the Wardens got something right – it’s just that feeling one gets of something is not being revealed that has a bearing on the situation.
